Although the officer is defined in different ways in different laws in our legal system, it is generally understood from the concept of civil servant; They are the ones who see the primary and permanent public services carried out by the state and other public legal entities according to the principles of general administration. In this context, in order to be included in the scope of civil servant, the person must be carrying out public services. In this context, civil servants, public officials, contracted personnel working in the institutions and organizations of the administration and temporary personnel are included in the scope of civil servants. For this reason, these persons are subject to civil servant law in disputes that they have lived with the administration and arising from their duties. Public service, on the other hand, is the services carried out to meet the common needs of the public by the state through administrative institutions and organizations or public legal entities. Administrative institutions where the public service is carried out and officials operating within the body of public legal entities have the status of civil servants.
